1952 Cub Won't Low Idle

Have 1952 cub with IH carb. have rebuilt it. when adjusting mixture screw has very little effect on idle the lowest idle speed i can get is about 1200 Rpm using the other carb screw (curb idle screw) when i rev the engine up to about 2400 Rpm & back down to idle some times it wants to die. any sugestions
