I remember running into a problem like this a number years ago. What it turned out to be was the TA clutch disc was in backwards. It was always tight against the pressure plate and if I remember correctly there was a slight gap between the disc and the flywheel. Try slipping a thin feeler gauge in to see if there is a gap. When things are assembled correctly when the tractor is in direct drive the disc is tight and when you pull the TA lever the disc is loose. If the disc is still tight with the lever back in TA your transmission will still be in Direct Drive. I hope this helps.
