The bumper spring adjustment will be easy to turn, there is nothing on the inside but a spring that, if turned in too far will contact the fingers on the governor rockshaft , pushing them back increasing the RPMs at low idle.
If the bumber spring is not the issue, and the little screw on the carb throttle is turned out, have you adjusted the linkage from the rockshaft to the carb?
