With those compression figures you definately don't have a valve or ring problem. I would suspect your fuel mixture is too lean or ignition timing is late, or both causing the exhaust flames and loss of power. The first thing I would do is open the power jet in the bottom of the carb a half turn or so. The sediment bowl strainer and the small strainer where the gas line enters the carb may need a good cleaning too. Joe
