The way I set mine was with the carb off the tractor and disassebled and with the carb inverted (bottom up and bowl off) I adjusted the level of the float to be parallel to the carb body (or level). When the carb is inverted like this the weight of the float is holding the needle seated. I gently bent the little tab which lies against the needle to achieve this. This may or may not be the correct way, but I never found the exact dimensions or measurements to set it by. As I said I spoke to a mechanic at a local Case/IH dealership and he said this is the method he has used and works pretty well. My tractor seems to run best with this setting. If anyone else has a better or easier way I would be interested as well.
