Tom there should be 4 slots, every 90 degrees, and yes that is where you lock down the adjustable portion of the pulley for the main belt. I am wondering if by chance you have an aftermarket pump?? I know there were aftermarket parts for some of the IH parts but I really don't know about the water pump components.

Place the fixed flange in a vice and see if you can pound the hub off. According to the parts picture, the pin hole should be in line with the grease fitting hole located on the end of the hub.
