My Cam Won't Fit After New Bearings Were Installed

I just got my M block back from the machine shop. The machinist pressed in the new cam bearings and now the cam will not fully fit in the engine. We put the cam in a lathe and it is not bent. The IT manual states that scraping the bearings may be necessary. I can get the cam in two of the bearings but not three. The cam is just a hair from fitting.

What is the proper procedure for scraping? Do I need to torque the main bearing caps and head first to make sure the block is set? Will light sanding work? Help...
