Sounds like either the float is hanging up on body or needle is "sticking" in seat for some reason. Also, on my C sometimes if I leave the choke pulled for more than a couple of revolutions gas will weep out below choke valve (flooding), but after it starts it is fine. Does it leak when running, or just when trying to start? You may also have a bit of rust, or foreign object in needle holding it open slightly.
