I just rebuilt the carb (a Zenith) on my "A" and had the same problem. Turned out that the main gasket (from Case-IH) was slightly too large in the bowl area and rubbed against the floats preventing the needle valve from closing completely. I trimmed the gasket and everything worked perfectly. Just one more possibility to look at.
