Vinegar NO water. What I do is drain the system and flush it with a garden hose. Then I fill it with vinegar and run it as I would for any other job I would need to do. If or when it does start to get to hot then stop shut it down and let it cool. Of course bring it back to where you can work on it and flush again with the garden hose. I also rig up a hook up so as to be able to back flush it from the block drain. Once cool I drain it from the block drain then hook up the garden hose and remove the radiator cap and let the water flow for an hour or so. Fill it with water and run it. If it still gets hot take the vinegar you drained out and strain it and fill it with the vinegar again and do the run and flush thing again
