560 Hydraulics

I bought a 560 a few months ago. I have been working on getting it fixed up. The hydraulics seem to be under load all the time. If I put a hose from one outlet to the other, the engine sounds like there is less load on it when the lever is "in gear" when I move the lever back to center, the engine labors. A fellow told me to replace the hitch valve with one like the remotes have. I did that, hitch works like you would expect, up-down-no height control. But the engine still labors when the hydraulics aren't doing anything. What am I missing? Looks like closed center valves on open center pump? Is the pump supposed to open the relief valve all the time? Did they all do that? I'd appreciate help. I'm buffaloed!
