It could be that the top and bottom of the carb may not make a good seal. These carbs are put together with only 4 bolts. Over tightening of these bolts can cause the top part to warp. Put the top and bottom together without the gasket to see how well they fit. You may find that they don't seal between the bolt. The top part is usually the problem. Set the top piece rightside up on small blocks of wood at the bolt holes. Use another small block and a hammer to tap between the bolt holes. It will take a while to get it straight, so match the two parts together often while doing this. When you've done the best you can, you can use a file to finish it up.
