If it fails to charge with the gennys FLD post dead grounded (if allllll else is okay and wired correct??) the genny is probably bad which may be bad brushes or an open field or a bad armature etc etc.....
To further confurm the genny is bad (which it sounds like) run the Motor test in my Troubleshooting Procedure. (See URL linl below)
In addition to what you already did, my proceudre talks more about how to tell if non charging is the fault of the genny or VR, althougg it sounds like from what you did (if all else is correct and working) the genny is the culprit....
If all else is wired right and BOTH the genny and VR have good grounds (see my procedure) but she dont charge when you dead ground the gennys FLD post its time to repair or replace the genny
