I don't even try to remove them. Soak it in carb cleaner, run some tag wire through every place you can, blow it out with air and put it together. I'm of the opinion that the old original worn parts are better quality than the new junk.
Typically the only parts I have to use out of the kit are the gaskets and seals. I use the new needle and seat only if I have to.
All surging problems I've ever had, very few, have been with the governor.
When it starts surging hold the governor to carb rod in one place to tell if it's the carb or governor.
