Yes that is the one. It should pull the pulley towards the front of the tractor to increase the tension. You'll have to either slip the belt off one of the idlers there or pull the pins at the back of the deck to get the belt off. With the belt off you should not be able to rock the blades up and down underneath the deck. They should also turn easily. My cub has two belts one to drive the center pulley from the engine and another that drives all three deck spindles.
