The choke has absolutely nothing to do with it.
The drip from the bottom of the carb is normal, nothing there to fix.
The needle valve has picked up a tiny speck of rust or other foreign material, might even be a bit of varnish from old fuel. The cure is to give a god, sharp rap to the top front of the carb, just below where the governor tube attaches. Use the handle of a good sized screwdriver. The idea is to jar that needle valve just enough to unstick it.
