Butterfly valve sticking on H

Some time back I rebuilt the carberator on one of my H's. After a few problems I got it to where it runs good with no smoke but sometimes when I throttle down the engine does not follow, it still runs at high speed, after a couple of open and close strokes it will idle down. The kit had a new butterfly valve and shaft which I installed. Could the butterfly valve be sticking and causing this problem? Thanks for any help you can give. Ed
