The brake cover isn't on yet. The brake lining fits snuggly around the drum, but not so tight that you can't turn the wheel. There will be no room to make the set screw adjustment until the brake gets some wear on it. I tried actuating the brake by turning the cam with a pipe wrench (gently) and it seemed to work as it should. I guess my question is: Is this OK or is it too tight?
