Don't know what tractor you have, but if a 350-560 type the rim can be removed by backing two of the jack bolts side by side off. When using the same rims that helps keep them in adjustment. If putting new rims on you probably want to get all jack bolts turning free. Get the rim off and clean the threads. Remove jack bolts from the wheel if needed to a vice and heat the nuts to get them moving if soaking won't work.
