Well as to why it is doing this with the throttle set at idle i have no idea really now as far as low idle it is low but not to the point of watching the fan blades. the high is set by a bumper screw on the gov. that limits how far the throttle is able to stretch the gov spring . The only thing i can think of is that you have some linkage that is not floating and is hanging or you have some ware in the gov. When you shut the engine down the gov. thinks it need to go wide open and does not know any better and the linkage from the gov to carb is sorta stuck where the throttle plate is open wider then it is suppose to be . If i was able to go out to the truck i would give ya the spec. i gave up tryen to keep all the spec. in my head and i have been layed up now going on two weeks . I am thinking 425-475 on the idle just don't hold me to that.
