Would a busted spring do this?? Would it work ok at half throttle? The reason I ask is that my governor seems to work, and will open throttle under load...only I just can't put the throttle up more than 2/3 open...it seems to have tension and spring back. I can't see any obstruction, but that is what it seems like.
