I think it could behave this way. An engine at half thottle isn't exerting as much force on the flyweights as it would at full thottle which means the spring doesn't have to work as hard to hold it open. If you think it might be out of adjustment, a basic place to start is, with the engine off and throttle lever at max position, to adjust the gov-carb linkage so the thottle is wide open--no RPMs means no centrifugal force means no resistance to spring whichs means the spring will yank the throttle wide open. Just a question--are you not able to physically push the lever to the max position? If so, have you verified that the RPMs at max throttle advance are too low? Good luck, Chris
