My "A" acts this way at about 1/3 throttle if the carb is set a little lean, in cool weather, and if the engine has been under a moderate load before it is completely warmed up. Just a thought, might check the carb adjustment. P.S. I have installed the kerosene adjustable main jet so I can change the carb for optimum mixture.
