Unless your C is under a heavy load the throttle should not be fully open--the governor maintains RPMs, not throttle position. But if the governor isn't responding to a change in load by increasing throttle, then the spring is probably worn out and has lost its tension. Get a new one from Case/IH. Probably costs around $8.
