Our local NAPA has a replacement bulb asembly for H, SH, etc. (it fits most letter series, but it is NOT the two fuel line type) for less than $20. I'd just change it our if you can't get the packing and/or the needle valve to seal/seat. They usually come out without too much difficulty, just unscrew the whole assembly (if I remember right, it takes a 13/16 open end wrench) from the tank, "goop" up the threads with the proper sealer and screw the new one into the tank. After two summers of having to park my old 1964 model 4000 gas 4 cyl. on a hill just in case the 6 volt system, for whatever reason, would not crank her, I decided to try the 12 volt conversion.
