There is no separate "seat" in the sediment bulb assembly. Instead the needle seats directly into the native pot metal (zinc) casting. Either the zinc has deteriorated in the seat area (most likely) or the end of the needle is severely worn or has broken off.
Suggest removing the needle and checking the seat area. If it's pitted you might be able to renew by carefully grinding with a suitably shaped burr.
However the best fix is to replace the entire bulb assembly with new.
