fouled plugs in IH Cub

All of My Cub's plugs keep fouling with a fluffy black material that is not oily which is easily removed. In looking through this forum this seems to be a common problem. I use high octane gas, rebuilt carb, new points, champion 21 plugs, plug wire, coil and primary ignition wire, timmed, and checked compression. The tractor needs to run in a little advanced timming to give me the power. The carb has only one adjustment and that is idle. I also cleaned and inspected the air cleaner. Governor is great. I have gotten the following advise, check float level (How do you do this?), Use lead additive, use hotter plugs, raise plugs up from head. I am a little fatigued in changing plugs and cleaning plugs. HELP!!!!!
