Well...it sounds like you have checked about everything....the Champ D21s are probably about as hot as you should go. Cubs are notorious for fuel dripping out the carb. In most cases, this probably would cause the fuel rich condition you describe. The usual culprits are 1. float level set too high (manual has instructions on adjusting) 2. float interfering with carb body. 3. bad gasket between the 2 carb halves. 4. float full of fuel (pinhole leak). Are your plug wires resistance type or solid core? Solid core is probably better for older ignition systems. I would also suspect a weak spark except you have changed all that.
