New carb on 1945 A

Old carb had a crack in bowl, so ordered new Zenith carb from IH dealer. Price was only a little more than for rebuilt. Although my A is gas only, the replacement carb is one for kero/distillate. Installed carb, set idle screw and main jet adjustment according to I&T manual. Also installed rod from carb to governor per instructions. It idles well. Main jet adjustment is only about 1/2 - 3/4 turn between running uneven and smoking. Problem: when opening throttle from idle to full load, it needs to be done slowly or engine bucks and sputters for a few moments. Also if beginning to move with Bush Hog running (throttle open), have to let out clutch very slowly or we get the bucking and sputtering. Have tried various settings with idle screw and main jet, but nothing seems to help. Also cleaned out fuel tank, installed new sediment bowl assembly, and new fuel line. Fuel appears to flow freely to carb. Also checked the little screen on inlet to carb. Could this be problem with governor? Thanks for any suggestions. DG in northeastern PA.
