Probably a worn thrust bearing. They have to be really good to work properly. Weights and pins of course have to be in good shape but even new they are not really tight. Link from governor to carb has to be set properly, throttle wide open, butterfly on carb wide open, adjust clevis to just that length, loose pin, no pressure. Bumper spring has to be firm on fork to work. Adjust screw in so no surge at mid rpm but still able to idle way down slow. The carb bushing and shaft also wear bad in those . Also, make sure the nut on end of shaft is tight as there is no key driving the gov shaft. I have seen them get pretty wild when that nut was not tight.
