He's right. Pick a gear, and stay there. If you need to change gears, stop first. Unless there's a pretty good load on it, it will start from a dead stop even in 'high' or 'road' gear. If it won't you probably shouldn't be in that gear, as the brakes likely won't stop it anyway. These are completely non-synchro, and are not designed to shift 'on-the-fly'.
