Yes - you can bypass the ammeter. Simply remove the wires from both posts and connect them all together. (Be sure to tape the connection so it can't ground on the box!). Ignition, lights, etc will work normally.
However as a practical matter as long as the ammeter posts are solid, are not shorted to ground and and have continuity between it will pass current and the electrics will work even if the meter guts are smashed/missing.
Regarding your relay question a stock M has no "relay" other than the small relay(s) in the cutout or voltage regulator. Need more information on whether you are talking about non-stock starter relay (a solenoid), or something else.
