The tractor was designed for 12-38 (13.6 "new designation). 14.9's will reduce the power to the ground because the increased height increases ground speed. The rims are not necessarily the same. 13.6's are ok on an 11 or 12 inch wide rims. 13-38's (14.9 "new" designation) are designed for 12 or 13 inch rims. It would not surprise me at all if you are looking at 14.9's on an 11 inch rim, at most 12. Because most people think the wider tires look better and ignore the rim size. Narrow rims pinch the tire making the tread curved instead of nearly flat, thus less traction instead of more.
