1466 starting system

I need help!!! Can't seem to figure out why it won't start. 2 new 6volt batterys. new solenoid on starter,new relay(on right hand side, behind battery). Old relay had 2 big posts, and a small one. small had one wire on it. one of big posts had three wires on it( two were from circuit breakers nearby), nothing on other one. Have live power to fan and radio with key off. Measured volts and got some really wacky numbers.starter solenoid would click every time the pushbutton was pushed, but would not engage flywheel to turn over. Could it be better to switch to 2 12volt batterys? It seems like not enough juice going to starter. Any help would be greatly appreciated!!!! Josh
