SMTA steering adjustment

What is the proper way to adjust loose steering on an SMTA? When I fist got it it had a lot of play in the wheel. The steering sharft moved in and out of the gearbox when turned. I tightened up the nut on the end of the steerng shaft past the worm gear. Also slightly tightened the nut on top of the round gear as it would rais up slightly when pressure was put on it. I notice that there are 2 locking colars on the steering shaft up near the front support, on on each side of the support each separated from the support by an inch or 2. I am wondering if I should have stopped the end play by moving the colars in instead of tighting up on worm gear bearing. Steering doesn't bind or turn unusually hard. Have a service manual for this outfit but don't see anything about steering in it.
