First I would like to thank everyone that helped on this. I finally understand how the ignition system should work its not just magical sorcery after all.
I removed the ballast after determining I had a 12v coil, still no spark. I check the resistance on the new set of points and determined they were bad so I cleaned the old points up and reinstalled them, had spark instantly.
I put the tractor back together and with a wiff of starting fluid she fired right up and it runs pretty good. Here is a crappy video of a good tractor.
There are several other problems that need attention but I need to make a parts run before I even ask.
