You didn't say whether it's a WFE or Narrow. If it's a WFE Jack it up and disconnect the steering arm at the center. Now see if the spindles will turn easily. If they don't check for looseness, or binding, also look for cracks wher the spindle tube is welded to the axle. If this is all good or if it's a NFE, With it still jacked up see if the steering has freed up. If not pull out the worm shaft and check the bearings and see if the shaft itself is straight. If this is not the problem then it almost has to be the bearings in the front bolster. In a WFE they seldom give trouble unless they have gone without oil or gotten moistur into them. Ina narrow front, they have been carrying the whole weght of the front end for almost fifty years and may be due for a vacation. If you really need easier steering after everything is right, find an old truck steering wheel of bigger diameter, and fit it to the shaft. Don't overdo on the diameter, you still need room for your knees, and if the wheel has very much dish to it, the steering shaft will have to be shortened. I have been through this movie several times, one C two Super C's, and an M. If all else fails, I suppose you could put a Char-Lynn stering unit on it. I have never seen one on a C and I suspect it would be overkill.
