Very stiff steering on C

I have a 53 Super C and my dad and I just rebuild a 50 C. There is a tremendous difference in the way they steer. The Super has a slighty bigger steering wheel and I can turn it on a dime with two fingers. On the C it was very hard to steer when we got it so we went all through the steering and put new gaskets in it and filled with gear oil and lubed every place that we could find. To make a long story short it still takes both hands and a lot of effort to make even the simplest of turns. Is this abnomal? Did we miss something.If you used this tractor everyday you would soon have arms like Arnold.
