Is the inlet shaft on the gov housing from the throttle have a lot of slop. If it does it needs to have a bushing installed. With the throttle wide open remove the pin in the clevis and then hold the carb open and adjust the clevis so the pin goes in. Does your carb have an adjustable arm on the throttle thos replacement carbs sometmes have one and they need to be set so the arb is open when the throttle is open. Your gov spring is from a 240 this will give more rpms than the original SCs gov settings. The spring mite have lost its original tension and i would replace it. The 240s engine would turn around 2100 rpms at full throttle. My 240 was a tricycle and thats what it would turn at full throttle. With PTO SPEED 540 at around 1700 on the tackmometer. Get all those things set and you will be good to go.
