Frozen stud bolt

I have a '48 H that is a working tractor. On the left rear of the tractor on the transmission cover there is a stud that the rear light mounted on. I am having fits trying to get it out so that I can replace it. I have tried penetrating oil but it just does not want to budge and I am afraid I will break it off if I am not careful. Any advice would be appreciated. Thanks
