You did not state how you are grasping the stud for removal. I suggest that you double nut the stud if the threads are still good leaving the top nut protruding above the stud slightly. Carefully hit on this nut as you apply the penetrating oil. This tapping action should let the penetrant enter into the seized area. If you have an impact wrench put the socket onto the locked double nuts and see if this will not remove the stud from the tractor. An impact wrench with its hammer blow effect will often remove a fastern that will break using regular hand tools. You can reduce the air pressure to where it will not shear the stud if it refuses to come out. This usually works
