I do see one very compelling reason to turn the gas off even if the carburetor is working right...
With the gas off, the engine will only run 30 seconds or so, limiting the amount of damage the tractor can do if it is accidentally started.
There are stories out there about tractors being started by lightning strikes and going on mad driverless rampages all over the farm while the farmer slept or was out of town.
As for the leaking, I dunno. I've had similar problems, taking the carb apart several times, finding everything adjusted right and no obvious problems. "Cleaned" again, reassembled, still leaks.
If I leave them alone, they eventually stop leaking all on their own.
I think the problem is that the needle and/or seat are a little rough and don't form a complete seal. Engine vibration causes the needle and seat to burnish each other smooth.
