This sounds like the worksaver hitch setup. They had a slot cut in the rear of the lift arms to give some float capability, like you say, down pressure is nill. I had to put the lift arm outside of the rockshaft arm with a longer bolt to get it to clear the brake pedals.
It worked but definately not a desirable setup. I still recommend either going to a fast hitch from a SC or 200 and using the 2-3 pnt conversion; or just buy Saginaw's hitch for the C.
