It could be either rust or dirt in the fuel tank or a problem with the governor. I have had both problems with a couple of my tractors. A Cub that I have used to get rust in the sediment bowl and stop running. What I did was flush the tank out good. I also have an M that sounds alot like your H when it was running. It would run great as long as it didn't have a load. I had to adjust the governor and that took care of the problem.
