Doug, Yes, it could be the float level. When you installed the carb kit, did you clean all the passages and make sure a small wire would pass through them? Also could be the hi-speed adjustment screw is out of whack. See if the tractor will run ok with the choke partly closed. If so, it's starving for gas. Check the flow to the carb and work back to the tank to find the blockage. Good luck, Phil
