If everything is working as per original, yes the ammeter should move the charge side when the tractor is running. How many amps it will charge is another matter. It should be 2 or 3 amps on low charge and 9 to 11 on high. If a previous owner fiddled with the wiring, it may not be charging or charging and the meter doesn't show it. If you have a digital volt meter, check battery volts before you start the tractor, then with it running, it should be 1 or 2 volts higher when running if it is charging. I suggest you get a shop manual and go over the wiring diagram to see how yours compares to original. I've seen some strange "modifications" done. I don't think you have a voltage regulator. You probably have a cutout relay in that little box on the generator. Gently clean the contact on that before you get too deep. Leave the cover off, start the tractor and tap the relay armature with your finger to make it close and see if the ammeter picks up. I've had generators where thats all it took. On this forum, Bob M is pretty sharp on the electrical stuff, maybe he has some other ideas that could help you.
