No Ammeter Movement-No Charge?

Charging system experts. Can I assume that the ammeter is in the charging path and if it does not move the battery is not getting charged? Still getting familiar with my 6 volt Super A and trying to prioritize what to fix first. Seems to start and run well on a new battery for about a week now. The meter has a cracked face, the lights do not work, and I'm waiting for a little warmer weather to pull the battery box and fix all this at once. Thanks, David
