The spring is to hold the cup shaped cap down on the tower. this limits dire and some rain from getting in. The lever has a ball on the trans end and the lever pivot, or ball on the end is worn out. Pull the top off of the trans (when it is in neutral) and check it out. It might require a different used stick, or welding up and grinding down the materials to make it work correctly. If you are a machine friendly perso you can do it. If not get some help. Jim
