You dont test the cut-out that way. Do you have batt volts on the batt term. Does the field term on the gen have the wire going to the bottom resistor on the sw. Should have the Arm term wire going to gen on the cut-out. Polarize the gen with jumper wire from Batt to Arm on the gen. Those lite sw very rare go bad. Now it should charge but if it doesent ground the Field on the Gen. If that makes it charge the cut-out is bad. If you get a reg to replace the cut-out make sure you get the Delco Remy # on the Gen so you get the correct Reg. Get one from Car Quest as they are USA made in ALBIA,IOWA. Now with the new Reg you wont use the wire going from Field to the lite sw. You must have all componets grounded or you wouldnt be showing what charge you aregetting. Recheck your wiring on the sw to get the lites to work making sure they have a good ground. You also mite have a brush in the gen froze or something have you had the gen tested and serviced could even have a loose or bad connection in the brushes in the gen. You did rewire he kill sw to ground and not having any bat volts going to the mag.
