first thing is... you said it was backfiring, that means timing is out. you said rotor does not line up to #1 wire. you did not say you fixed this. but you are 100 percent confident the timing is spot on.? how do you know this? remove #1 plug and ground it to the tractor with a wire and vise grips. crank engine over ever so slow and watch the timing maks coming into view on compression. as soon as the mag snaps that spark will jump the plug, which you will see. then look at the timing marks and they should be lined up to the pointer. even if the marks are out a bit it will still be ok, just watch out if hand cranking as too much advance it will kick you. as for the carb main jet- 2 1/2 - 3 turns out. mixture 3/4 -1 turn out is a good starting point. then once timing is set can fine tune the carb.
